What NZIA changes
Since the end of 2025, EU Member States must apply non-price criteria, resilience and sustainability, to a growing share of their renewable energy auctions (at least 30% of auctioned capacity, or 6 GW per year, weighted at 15% to 30% of the evaluation). The resilience criterion kicks in when a single non-EU country supplies more than 50% of EU demand for a given technology. Solar PV is squarely concerned: over 80% of its components are imported, mostly from China.
The takeaway for developers and EPCs: a diversified, European supply chain is becoming a competitive advantage in tenders, not just a procurement preference.
Italy moved first
Italy opened the way. Its first NZIA-criteria solar auction awarded 1.1 GW to projects built on non-Chinese components: modules, cells and inverters first and foremost. France and Belgium are expected to follow as the framework rolls out country by country. The direction of travel is clear: where your equipment comes from now matters.

HelioTrack 1P is a robust horizontal single-axis tracker developed for utility-scale and agrivoltaic applications. HelioGround Flex is an all-terrain, dual-post ground-mounted structure designed for maximum adaptability and durability. Its innovative tube-in-tube sliding design allows continuous adjustment of height and tilt, even compensating for differential settlement during operation. The system can combine screw piles and concrete foundations within the same table and is optimized for bifacial modules thanks to its minimal rear shading. It is designed according to Eurocodes and offers a service life exceeding 35 years.
